
In a bid to ensure accountability and efficient use of resources, the Minister for Energy and Green Transition, John Jinapor, has announced that all government Ministries, Departments, and Agencies (MDAs) will be required to budget for and pay for their electricity consumption.
Speaking during a meeting with the parliamentary select Committee on Energy and officials from the power sector on May 15, 2025, Mr. Jinapor emphasized that this move is designed to make MDAs take full responsibility for their power usage.
According to the Minister, key areas such as health, education, security, and the presidency will be included in this directive. However, he revealed that certain critical sections within these sectors will be exempted from paying for electricity.
“In the health sector, we have exempted laboratories, theatres, and wards. These areas are crucial to the delivery of healthcare services, and we believe that they should not be burdened with electricity costs,” Mr. Jinapor explained.
In the education sector, the Minister stated that only lecture halls will be exempted from paying for electricity. “Dormitories and dining halls will not be covered by the exemption. We believe that this will encourage efficient use of resources in these areas,” he added.
The Minister assured that these classifications have been carefully made and are currently being reviewed by Parliament for final approval and publication.
In a related development, the Ministry of Energy and Green Transition has sounded the alarm over an impending fuel crisis in the power sector. According to the Minister, Ghana urgently needs GH₵1.1 billion to purchase fuel for power generation.
Mr. Jinapor warned that the current supply of liquid fuel can only last for 2.6 more days, emphasizing the need for immediate action to avert a potential power crisis.
